The SFP I2C mdio bus driver only supports C22. Create separate functions for each and register the C45 versions using the new API calls where appropriate. Driver has to wait upto 500ms or until the KR training is completed before restarting AN cycle. Since the CDR workaround is disabled on these platforms, the Receiver Reset Cycle is not needed. So, avoid issuing rrc on Yellow carp platforms.
