drm/i915: Fix framestart_delay commens in VRR code
Since I originally wrote these comments we decided to change our definition of framestart_delay from 0-3 to 1-4. Adjust the comments to match that new convention. The actual code was adjusted already. While addressing the resultant incorrect logging it was deemed that dropping the message is a better approach as it is not particularly useful. Roll back the commit introducing the bug as a step towards dropping the log message. In preparation for moving arm64 over to the generic entry code, relace arm64's interrupts_enabled() with regs_irqs_disabled() and update its callers under arch/arm64. For the moment, a definition of interrupts_enabled() is provided for the GICv3 driver. Once arch/arm implement regs_irqs_disabled(), this can be removed. Delete the fast_interrupts_enabled() macro as it is unused and we don't want any new users to show up. No functional changes. This can mislead users into thinking the SPCR table exists on the machines without SPCR. With this change, the "Yes" is only printed if the SPCR table is present, parsed and !param_acpi_nospcr. This avoids user confusion on SPCR-less systems. But this assumption soon will not be true on arm64 when using D128 pgtables. In 128 bit page table configuration, unsigned long is 64 bit, but pgprot_t is 128 bit. Passing platform abstracted pgprot_t argument is better as compared to size based data types. Let's change the parameter to directly pass pgprot_t like another similar helper generic_ioremap_prot(). Without this change in place, D128 configuration does not work on arm64 as the top 64 bits gets silently stripped when passing the protection value to this function. But there are many existing systems that depend on this _serial_ console, so add acpi=nospcr to disable console in ACPI SPCR table as default _serial_ console.
