This fixes the various compiler warnings when building the msgque
selftest. The primary change is using sys/msg.h instead of linux/msg.h
directly to gain the API declarations.

running as root
The test fails in the middle when it is not run as root while accessing
/proc/sys/kernel/msg_next_id. Changed it to check for root at the
beginning of the test and exit if not root.

A failed msgget causes the test to return an uninitialised value in ret.
Assign ret to -errno on error exit.
