Update configuration of tc-tests and preload DualPI2 module for self-tests,
and add following self-test cases for DualPI2:

  Test d0a1: Create DualPI2 with drop_enqueue option
  Test f051: Create DualPI2 with no_split_gso option
  Test 456b: Create DualPI2 with packet step_thresh
  Test 610c: Create DualPI2 with packet min_qlen_step
  Test b4fa: Create DualPI2 with packet coupling_factor
  Test 37f1: Create DualPI2 with packet classic_protection

<title>selftests: tc-testing: Pre-load IFE action and its submodules</title>

Recently we had some issues in parallel TDC where some of IFE tests are
failing due to some of IFE's submodules (like act_meta_skbtcindex and
act_meta_skbprio) taking too long to load [1]. To avoid that issue,
pre-load IFE and all its submodules before running any of the tests in
tdc.sh

For the longest time tdc ran only actions and qdiscs tests.
It's time to enable all the remaining tests so every user visible
piece of TC is tested by the downstream CIs.

<title>net/sched: Retire ipt action</title>

The tc ipt action was intended to run all netfilter/iptables target.
Unfortunately it has not benefitted over the years from proper updates when
netfilter changes, and for that reason it has remained rudimentary.
Pinging a bunch of people that i was aware were using this indicates that
removing it wont affect them.
Retire it to reduce maintenance efforts. Buh-bye.

As tdc only tests loading/deleting and anything more complicated is
better left to the ebpf test suite, provide a pre-compiled version of
'action.c' and don't bother compiling it in kselftests or on the fly
at all.

While running tdc tests in parallel it can race over the module loading
done by tc and fail the run with random errors.
So avoid this by preloading all modules before running tdc in kselftests.

All TEQL tests assume that sch_teql module is loaded. Load module in tdc.sh
before running qdisc tests.
