All current users of bind_to_cpu() don't care _which_ CPU they get, just
that they are bound to a single free one. So alter the interface to

	1. Accept a BIND_CPU_ANY value that tells it to automatically
	   pick a CPU
	2. Return the picked CPU

And convert all these users to bind_to_cpu(BIND_CPU_ANY).

This function will be useful in the DSCR test patches later in this
series, so promote it to be shared by all powerpc selftests.

Add helper functions to read and write (unsigned) long values directly
from/to files. One of the kernel interfaces uses hex strings, so we need
to allow passing a base too.

<title>selftests/powerpc: Parse long/unsigned long value safely</title>

Often a file is expected to hold an integral value. Existing functions
will use a C stdlib function like atoi or strtol to parse the file.
These operations are error prone, with complicated error conditions
(atoi returns 0 if not a number, and is undefined behaviour if not in
range. strtol returns 0 if not a number, and LONG_MIN/MAX if not in
range + sets errno to ERANGE).

File read/write is reimplemented in about 5 different ways in the
various PowerPC selftests. This indicates it should be a common util.

Add a common read_file / write_file implementation and convert users
to it where (easily) possible.

<title>selftests/powerpc: Return false instead of -1 in require_paranoia_below()</title>

Returning a negative value for a boolean function seem to have the
undesired effect of returning true. require_paranoia_below() is a
boolean function, but the variable used to store the return value is an
integer, receiving -1 or 0. This patch converts rc to bool, replaces -1
by false, and 0 by true.

mpe: This wasn't exhibiting in practice because the common case, where
we do the comparison of the desired level vs the current value, was
being compiled into a computation based on the result of the comparison,
ie. it wasn't using the default -1 value at all. However that was just
luck and the code is still wrong.

<title>selftests/powerpc/pmu: Use signed long to read perf_event_paranoid</title>

<id>urn:sha1:d4ecdff2ecdb5c01c46f2a6b1bf3f161279b330e</id>

Excerpt from man 2 perf_event_open:

  /proc/sys/kernel/perf_event_paranoid
The perf_event_paranoid file can be set to restrict access to the
  performance counters.
    2 allow only user-space measurements.
1 allow both kernel and user measurements (default).
0 allow access to CPU-specific data but not raw tracepoint samples.
   -1 no restrictions.

require_paranoia_below() should return 0 if perf_event_paranoid is below
a specified level, the value from perf_event_paranoid is read into an
unsigned long so the incorrect value is returned when
perf_event_paranoid is set to -1.

Without this patch applied there is the same number of selftests/powerpc
which skip when /proc/sys/kernel/perf_event_paranoid is set to 1 or -1
but no skips when set to zero.

With this patch applied there are no skipped selftests/powerpc test when
/proc/sys/kernel/perf_event_paranoid is set to 0 or -1.
