Commit 9bb88c659673 ("selftests: net: test extacks in netlink dumps")
moved netlink-dumps from TEST_GEN_PROGS to YNL_GEN_FILES.
But _FILES are not for tests, rather for utilities / helpers.
Create YNL_GEN_PROGS and include netlink-dumps there.
This makes netlink-dumps part of executed tests, again.

Some selftests need libynl.a. When building it try to skip
generating the ReST documentation, libynl.a does not depend
on them.

<title>tools: ynl: move python code to separate sub-directory</title>

Move python code to a separate directory so it can be
packaged as a python module. Updates existing references
in selftests and docs.

Also rename ynl-gen-[c|rst] to ynl_gen_[c|rst], avoid
dashes as these prevent easy imports for entrypoints.

Commit 1fd9e4f25782 ("selftests: make kselftest-clean remove libynl outputs")
added EXTRA_CLEAN of YNL generated files to ynl.mk. We already had
a EXTRA_CLEAN in the file including the snippet. Consolidate them.

<title>selftests: net: rebuild YNL if dependencies changed</title>

Try to rebuild YNL if either user added a new family or the specs
of the families have changed. Stanislav's ncdevmem cause a false
positive build failure in NIPA because libynl.a isn't rebuilt
after ethtool is added to YNL_GENS.

Note that sha1sum is already used in other parts of the build system.

Starting with 6.12 commit 85585b4bc8d8 ("selftests: add ncdevmem, netcat
for devmem TCP") kselftest-all creates additional outputs that
kselftest-clean does not cleanup:
  $ make defconfig
  $ make kselftest-all
  $ make kselftest-clean
  $ git clean -ndxf | grep tools/net
  Would remove tools/net/ynl/lib/__pycache__/
  Would remove tools/net/ynl/lib/ynl.a
  Would remove tools/net/ynl/lib/ynl.d
  Would remove tools/net/ynl/lib/ynl.o

Make kselftest-clean remove the newly added net/ynl outputs.
