Kernel test robot reported that the l2tp.sh test script failed:
    # selftests: net: l2tp.sh
    # Warning: file l2tp.sh is not executable, correct this.

Set executable bits.

<title>selftests: Add l2tp tests</title>

Add IPv4 and IPv6 l2tp tests. Current set is over IP and with
IPsec.

- add l2tp.sh to TEST_PROGS in Makefile
