perf tools: Fix build break on powerpc due to sample_reg_masks

perf_regs.c does not get built on Powerpc as CONFIG_PERF_REGS is false. So the weak definition for 'sample_regs_masks' doesn't get picked up. Adding perf_regs.o to util/Build unconditionally, exposes a redefinition error for 'perf_reg_value()' function (due to the static inline version in util/perf_regs.h). perf tools: Fix link time error with sample_reg_masks on non x86

This patch makes perf compile on non x86 platforms by defining a weak symbol for sample_reg_masks[] in util/perf_regs.c. The patch also moves the REG() and REG_END() macros into the util/per_regs.h header file. The macros are renamed to SMPL_REG/SMPL_REG_END to avoid clashes with other header files. Caching registers value into an array. Got about 4% speed up of perf_reg_value function for report command processing dwarf unwind stacks. perf tools: Convert to LIBUNWIND_SUPPORT

For building perf without libunwind, we can set NO_LIBUNWIND=1 as a argument of make. It then defines NO_LIBUNWIND_SUPPORT macro for C code to do the proper handling. However it usually used in a negative semantics - e.g. #ifndef - so we saw double negations which can be misleading. Convert it to a positive form to make it more readable. Also change NO_PERF_REGS macro to HAVE_PERF_REGS for the same reason. perf tools: Use __maybe_used for unused variables

perf defines both __used and __unused variables to use for marking unused variables. The variable __used is defined to __attribute__((__unused__)), which contradicts the kernel definition to __attribute__((__used__)) for new gcc versions. On Android, __used is also defined in system headers and this leads to warnings like: warning: '__used__' attribute ignored __unused is not defined in the kernel and is not a standard definition. If __unused is included everywhere instead of __used, this leads to conflicts with glibc headers, since glibc has a variables with this name in its headers. The best approach is to use __maybe_unused, the definition used in the kernel for __attribute__((unused)). In this way there is only one definition in perf sources (instead of 2 definitions that point to the same thing: __used and __unused) and it works on both Linux and Android. This patch simply replaces all instances of __used and __unused with __maybe_unused.
