All we need there is a forward declaration for 'union perf_event', so remove it from there and add missing header directives in places using things from this indirect include. perf tools: Move everything related to sys_perf_event_open() to perf-sys.h

And remove unneeded include directives from perf-sys.h to prune the header dependency tree. Fixup the fallout in places where definitions were being used without the needed include directives that were being satisfied because they were in perf-sys.h. perf test: S390 does not support watchpoints in test 22

S390 does not support the perf_event_open system call for attribute type PERF_TYPE_BREAKPOINT.
