Make the tests code its own library. This is done to avoid compiling
code twice, once for the perf tool and once for the perf python
module.

Now that variant and revision fields are taken into account the behavior
is slightly more complicated so add a test to ensure that this behaves
as expected.

In order to subsequently add more tests for the arm64 architecture we
compile the tests target for arm64 systematically.

Further explanation provided by Mark Rutland:

Given prior questions regarding this commit, it's probably worth
spelling things out more explicitly, e.g.

  Currently we only build the arm64/tests directory if
  CONFIG_DWARF_UNWIND is selected, which is fine as the only test we
  have is arm64/tests/dwarf-unwind.o.

  So that we can add more tests to the test directory, let's
  unconditionally build the directory, but conditionally build
  dwarf-unwind.o depending on CONFIG_DWARF_UNWIND.

  There should be no functional change as a result of this patch.

Based on prior work:

  https://lkml.org/lkml/2014/5/6/395

and on how other arches add libdw unwind support.  Includes support for
running the unwind test, e.g., on a system with only elfutils' libdw
0.170, the test now runs, and successfully:

  $ ./perf test unwind
  56: Test dwarf unwind                 : Ok

Newest libunwind does support ARM64, and perf is able to utilize it
also.

This patch enables the perf test dwarf unwind for arm64.

 Test result:
  # ./perf test unwind
  25: Test dwarf unwind                                      : Ok
