These were used to build perf to provide defines not available in older
distros, but this was back in 2017, nowadays all the distros that are
supported and I have build containers for work using just the system
headers, so ditch them.

Some of these older distros may not have things that are used in 'perf
trace', but then they also don't have libtraceevent packages, so don't
build 'perf trace'.

To get the changes in:

  8a924db2d7b5eb69 ("fs: Pass AT_GETATTR_NOSEC flag to getattr interface function")

That don't add anything that is handled by existing hard coded tables or
table generation scripts.

This silences this perf build warning:

We also need to grab a copy of uapi/linux/openat2.h since it is now
needed by fcntl.h, add it to tools/perf/check_headers.h.

According to commit message in the original commit c75b1d9421f8 ("fs:
add fcntl() interface for setting/getting write life time hints"),
as well as userspace library[1] and man page update[2], R/W hint constants
are intended to have RWH_* prefix. However, RWF_WRITE_LIFE_NOT_SET retained
"RWF_*" prefix used in the early versions of the proposed patch set[3].
Rename it and provide the old name as a synonym for the new one
for backward compatibility.

After the SPDX license tags were added a number of tooling headers got out of
sync with their kernel variants, generating lots of build warnings.

Sync them:

 - tools/arch/x86/include/asm/disabled-features.h,
   tools/arch/x86/include/asm/required-features.h,
   tools/include/linux/hash.h:

     Remove the SPDX tag where the kernel version does not have it.

 - tools/include/asm-generic/bitops/__fls.h,
   tools/include/asm-generic/bitops/arch_hweight.h,
   tools/include/asm-generic/bitops/const_hweight.h,
   tools/include/asm-generic/bitops/fls.h,
   tools/include/asm-generic/bitops/fls64.h,
   tools/include/uapi/asm-generic/ioctls.h,
   tools/include/uapi/asm-generic/mman-common.h,
   tools/include/uapi/sound/asound.h,
   tools/include/uapi/linux/kvm.h,
   tools/include/uapi/linux/perf_event.h,

     Add the SPDX tag of the respective kernel header.

   tools/include/uapi/linux/stat.h,

     Change the tag to the kernel header version:

Also sync other header details:

     Fix pointless end of line whitespace noise the header grew in this cycle.

     Sync the code and add tools/include/asm/export.h with dummy wrappers
     to support building the kernel side code in a tooling header environment.

 - tools/include/uapi/asm-generic/mman.h,
   tools/include/uapi/linux/bpf.h:

     Sync other details that don't impact tooling's use of the ABIs.
