Commit 906a5a8c7152 ("wifi: mac80211: add tx_handlers_drop statistics
to ethtool") added a tx_handlers_drop counter to ethtool stats.
During review [1], Johannes noted that the existing debugfs counter
is now redundant. Remove the debugfs stat to avoid duplication and
streamline statistics reporting.

Since commit a8bb74acd8efe ("rcu: Consolidate RCU-sched update-side function definitions")
there is no difference between rcu_read_lock(), rcu_read_lock_bh() and
rcu_read_lock_sched() in terms of RCU read section and the relevant grace
period. That means that spin_lock(), which implies rcu_read_lock_sched(),
also implies rcu_read_lock().

There is no need no explicitly start a RCU read section if one has already
been started implicitly by spin_lock().

Simplify the code and remove the inner rcu_read_lock() invocation.

Add a strict mode where we disable certain workarounds and have
additional checks such as, for now, that VHT capabilities from
association response match those from beacon/probe response. We
can extend the checks in the future.

Make it an opt-in setting by the driver so it can be set there
in some driver-specific way, for example. Also allow setting
this one hw flag through the hwflags debugfs, by writing a new
strict=0 or strict=1 value.

This is useful for multi-radio devices that are capable of monitoring on
multiple channels simultanenously. When this flag is set, each monitor
interface is passed to the driver individually and can have a configured
channel.
The vif mac address for non-active monitor interfaces is cleared, in order
to allow the driver to tell them apart from active ones.

This flag is annoying because it puts a lot of logic into mac80211
that could just as well be in the driver (only iwlmvm uses it) and
the implementation is also broken for MLO.

Remove the flag in favour of calling drv_mgd_prepare_tx() without
any conditions even for the deauth-while-assoc case. The drivers
that implement it can take the appropriate actions, which for the
only user of DEAUTH_NEED_MGD_TX_PREP (iwlmvm) is a bit more tricky
than the implementation in mac80211 is anyway, and all others have
no need and can just exit if info-&gt;was_assoc is set.

Some devices may not be capable of handling puncturing in 5 GHz
only (vs. the current flag that just removes puncturing support
completely). Add a flag to support such devices: check and then
downgrade the channel width if needed.

When doing CSA in multi-link, there really isn't a need to
stop transmissions entirely. Add a feature flag for drivers
to indicate they can handle quiet in CSA (be it by parsing
themselves, or by implementing drv_pre_channel_switch()),
to make that possible.

Also clean up the csa_block_tx handling: it clearly cannot
handle multi-link due to the way queues are stopped, move
it to the sdata. Drivers should be doing it themselves for
working properly during CSA in MLO anyway. Also rename it
to indicate that it reflects TX was blocked at mac80211.
