W=1 builds now warn if module is built without a MODULE_DESCRIPTION().
Add descriptions to the IPv6 modules.

Place the call into the xfrm core.  After this all remaining users
set the hdr_offset function pointer to the same function which opens
the possiblity to remove the indirection.

This helper is relatively small, just move this to the xfrm core
and call it directly.

Next patch does the same for the ROUTING type.

Only a handful of xfrm_types exist, no need to have 512 pointers for them.

Reduces size of afinfo struct from 4k to 120 bytes on 64bit platforms.

Also, the unregister function doesn't need to return an error, no single
caller does anything useful with it.

Just place a WARN_ON() where needed instead.

The ipv6 mip6 implementation is one of only a few users of the
skb_get_timestamp() function in the kernel, which is both unsafe
on 32-bit architectures because of the 2038 overflow, and slightly
less efficient than the skb_get_ktime() based approach.

This converts the function call and the mip6_report_rate_limiter
structure that stores the time stamp, eliminating all uses of
timeval in the ipv6 code.
