This patch fix spelling typo found in DocBook/networking.xml.
It is because the neworking.xml is generated from comments
in the source, I have to fix typo in comments within the source.

There are a mix of function prototypes with and without extern
in the kernel sources. Standardize on not using extern for
function prototypes.

Function prototypes don't need to be written with extern.
extern is assumed by the compiler. Its use is as unnecessary as
using auto to declare automatic/local variables in a block.

These header files are never installed to user consumption, so any
__KERNEL__ cpp checks are superfluous.

Projects should also not copy these files into their userland utility
sources and try to use them there. If they insist on doing so, the
onus is on them to sanitize the headers as needed.
