<title>netevent/netlink.h: Remove extern from function prototypes</title>

There are a mix of function prototypes with and without extern
in the kernel sources. Standardize on not using extern for
function prototypes.

Function prototypes don't need to be written with extern.
extern is assumed by the compiler. Its use is as unnecessary as
using auto to declare automatic/local variables in a block.

<title>netlink: Rename pid to portid to avoid confusion</title>

It is a frequent mistake to confuse the netlink port identifier with a
process identifier. Try to reduce this confusion by renaming fields
that hold port identifiers portid instead of pid.

I have carefully avoided changing the structures exported to
userspace to avoid changing the userspace API.

I have successfully built an allyesconfig kernel with this change.

Signed types might be needed in NL communication from time to time
(I need s32 in team driver), so add them.

The documentation for how the length of attributes
is checked is wrong ("Exact length" isn't true, the
policy checks are for "minimum length") and a bit
misleading. Make it more complete and explain what
really happens.
