llc: Constify struct llc_sap_state_trans

'struct llc_sap_state_trans' are not modified in this driver. Constifying this structure moves some data to a read-only section, so increase overall security. add missing includes and forward declarations to networking includes under linux/

Similarly to a recent include/net/ cleanup, this patch adds missing includes to networking headers under include/linux. All these problems are currently masked by the existing users including the missing dependency before the broken header. Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
