drm: Declare hashtable as legacy

The DRM hashtable code is only used by internal functions for legacy UMS drivers. Move the implementation behind CONFIG_DRM_LEGACY and the declarations into legacy header files. Unexport the symbols. It's the default storage class for functions, entirely redundant. And a lot of these headers are a bit inconsistent due to organically grown. drm: Add a hash-tab rcu-safe API

While hashtab should now be RCU-safe, Add a drm_ht_xxx_api for consumers to use to make it obvious what locking mechanism is used. Document the way the rcu-safe interface should be used. drm: reorganise drm tree to be more future proof.

With the coming of kernel based modesetting and the memory manager stuff, the everything in one directory approach was getting very ugly and starting to be unmanageable. This restructures the drm along the lines of other kernel components. It creates a drivers/gpu/drm directory and moves the hw drivers into subdirectores. It moves the includes into an include/drm, and sets up the unifdef for the userspace headers we should be exporting. Signed-off-by: Dave Airlie
