Add USB_QUIRK_NO_BOS for ezcap401 capture card, without it dmesg will show
"unable to get BOS descriptor or descriptor too short" and "unable to
read config index 0 descriptor/start: -71" errors and device will not
able to work at full speed at 10gbs

Similar to other Huawei LTE modules using this quirk, this version with
another vid/pid suffers from spurious wakeups.

Setting the quirk fixes the issue for this device as well.

Several USB capture devices also need the USB_QUIRK_NO_BOS set for them
to work properly, odds are they are all the same chip inside, just
different vendor/product ids.

This fixes up:
  - ASUS TUF 4K PRO
  - Avermedia Live Gamer Ultra 2.1 (GC553G2)
  - UGREEN 35871
to now run at full speed (10 Gbps/4K 60 fps mode.)

Add USB_QUIRK_NO_BOS quirk flag to skip requesting the BOS descriptor
for devices that cannot handle it.

Add Elgato 4K X (0fd9:009b) to the quirk table. This device hangs when
the BOS descriptor is requested at SuperSpeed Plus (10Gbps).

The list of Huawei LTE modules needing the quirk fixing spurious wakeups
was missing the IDs of the Huawei ME906S module, therefore suspend did not

Another SanDisk 3.2Gen1 Flash Drive also need DELAY_INIT quick,
or it will randomly work incorrectly on Huawei hisi platforms
when doing reboot test.

This device exhibits I/O errors during file transfers due to unstable
link power management (LPM) behavior. The kernel logs show repeated
warm resets and eventual disconnection when LPM is enabled:

The error -19 (ENODEV) occurs when the device disappears during write
operations. Adding USB_QUIRK_NO_LPM disables link power management
for this specific device, resolving the stability issues.
