tty: serial: Remove redundant license text

Now that the SPDX tag is in all tty files, that identifies the license in a specific and legally-defined manner. So the extra GPL text wording can be removed as it is no longer needed at all. This is done on a quest to remove the 700+ different ways that files in the kernel describe the GPL license text. And there's unneeded stuff like the address (sometimes incorrect) for the FSF which is never needed. No copyright headers or other non-license-description text was removed. tty: add SPDX identifiers to all remaining files in drivers/tty/

It's good to have SPDX identifiers in all files to make it easier to audit the kernel tree for correct licenses. Update the drivers/tty files files with the correct SPDX license identifier based on the license text in the file itself. The SPDX identifier is a legally binding shorthand, which can be used instead of the full boiler plate text. serial: mpc52xx: add delay after resetting transmitter to fix broken chars

This fixes receiving broken characters on the console from an MPC5125 system when systemd comes up which repeatedly opens and shuts down the console device. Trial and error with the needed interval showed that 500 us are good enough most of the time when using 38400 Bd, so I think 1 ms is a good compromise between fixing the issue and not penalize faster setups too much. Documenation/serial/driver requests that the tx_empty callback should return 0 if there are still chars in the fifo or shifter or TIOCSER_TEMT (0x01) if no character is pending to be sent.
