tty: serial: meson: if no alias specified use an available id

At probe, the uart driver tries to get an id from a device tree alias. When no alias was specified, the driver would return an error and probing would fail. Providing an alias for registering a serial device should not be mandatory. If the device tree does not specify an alias, provide an id from a reserved range so that the probing can continue. The "clear error" bit in the AML_UART_CONTROL register is defined twice. Remove the AML_UART_CLR_ERR definition and replace it with AML_UART_CLEAR_ERR. AML_UART_CLEAR_ERR was chosen to be kept since the datasheet's description for this bit is "Clear Error" (so developer's don't have to translate this to "CLR_ERR"). No functional changes intended. tty: serial: Remove redundant license text

Now that the SPDX tag is in all tty files, that identifies the license in a specific and legally-defined manner. So the extra GPL text wording can be removed as it is no longer needed at all. This is done on a quest to remove the 700+ different ways that files in the kernel describe the GPL license text. And there's unneeded stuff like the address (sometimes incorrect) for the FSF which is never needed. No copyright headers or other non-license-description text was removed. tty: add SPDX identifiers to all remaining files in drivers/tty/

It's good to have SPDX identifiers in all files to make it easier to audit the kernel tree for correct licenses. Update the drivers/tty files files with the correct SPDX license identifier based on the license text in the file itself. The SPDX identifier is a legally binding shorthand, which can be used instead of the full boiler plate text.
