s390: char: add SPDX identifiers to the remaining files

It's good to have SPDX identifiers in all files to make it easier to audit the kernel tree for correct licenses. Update the drivers/s390/char/ files with the correct SPDX license identifier based on the license text in the file itself. The SPDX identifier is a legally binding shorthand, which can be used instead of the full boiler plate text. s390/sclp: Convert timers to use timer_setup()

In preparation for unconditionally passing the struct timer_list pointer to all timer callbacks, switch to using the new timer_setup() and from_timer() to pass the timer pointer explicitly. Instead of creating an external static data variable, just define a separate callback which encodes the "force restart" desire. s390/comments: unify copyright messages and remove file names

Remove the file name from the comment at top of many files. In most cases the file name was wrong anyway, so it's rather pointless. Also unify the IBM copyright statement. We did have a lot of sightly different statements and wanted to change them one after another whenever a file gets touched. However that never happened. Instead people start to take the old/"wrong" statements to use as a template for new files. So unify all of them in one go. Signed-off-by: Heiko Carstens

Current IRQ statistics support does not show detail counts for I/O interrupts which are processed internally only.
