This helps avoid cleartext leakage of already queued or powersave buffered
packets, when a reassoc triggers the key deletion.

Similar to mt7921 driver, introduce mt7615_mutex_acquire/release in
mt7615_sta_set_decap_offload in order to avoid sending mcu commands
while the device is in low-power state.

<title>mt76: mt7615: fix throughput regression on DFS channels</title>

For some reason, mt7615 reacts badly to repeatedly enabling/disabling the radar
detector without also switching the channel.
This results in very bad throughput on DFS channels, because
hw-&gt;conf.radar_enabled can get toggled a few times after CAC ends.
Fix this by always leaving the DFS detector enabled on DFS channels and instead
suppress unwanted detection events.

Also change the 'changed' parameter to u64 already, we

We'll use bss_conf for per-link configuration later, so
move out all the non-link-specific data out into a new
struct ieee80211_vif_cfg used in the vif.
