It is not allowed to call consume_skb() from hardware interrupt context
or with interrupts being disabled. So replace dev_kfree_skb() with
dev_consume_skb_irq() under spin_lock_irqsave(). Compile tested only.

mac80211 is fully switching over to the internal TX queue (iTXQ)
implementation. Update all drivers not yet providing the now mandatory
wake_tx_queue() callback.

As an side effect the netdev interfaces of all updated drivers will
switch to the noqueue qdisc.

Zero-length arrays are deprecated and we are moving towards adopting
C99 flexible-array members, instead. So, replace zero-length arrays
declarations in anonymous union with the new DECLARE_FLEX_ARRAY()
helper macro.

This helper allows for flexible-array members in unions.

This reverts commit a8eb8e6f7159c7c20c0ddac428bde3d110890aa7 as
it can cause invalid link quality command sent to the firmware
and address the off-by-one issue by fixing condition of while loop.
