South Korea manufacturer, Samsung, has extended South Korea
regulatory domain pair with 0x5F and has used it for their
devices such as Samsung Galaxy book. Hence add support
0x5F as a regulatory domain pair along with extended country
code, 413.

This patch adds several country codes to the regd.h and regd_common.h
files in order to support devices like the Linksys EA6350v3, whose
country codes are not present in the original list. Without this patch,
all devices whose manufacturer programmed any of these code in their
EEPROM will not work.

The values for CTRY_UNITED_STATES2 and CTRY_UNITED_STATES3 were taken
from a post by Sven Eckelmann <sven.eckelmann@openmesh.com>:

The regdomain code is used to select the correct the correct conformance
test limits (CTL) for a country. If the regdomain code isn't correctly
mapped to the actual CTL entries in EEPROM then it could happen that the
device violates the regulations. But it can also happen that the device is
then not able to be used with its full txpower on all rates.

The CTL mappings for this regdomain code were now changed to:

* 2.4GHz: ETSI
* 5GHz: NO_CTL -> ETSI
