net: smc91c92_cs: Use setup_timer and mod_timer

Use timer API functions setup_timer and mod_timer instead of structure assignments as they are standard way to set the timer and to update the expire field of an active timer respectively. None of these files are actually using any __init type directives and hence don't need to include . Most are just a left over from __devinit and __cpuinit removal, or simply due to code getting copied from one driver to the next.
