Add X4 series. Most functionality is the same as previous
EF10 nics but enough is different to warrant a new nic type struct
and revision; for example legacy interrupts and SRIOV are
not supported.

Most removed features will be re-added later as new implementations.

Siena was using functions from the Falcon architecture.
These start with the efx_farch prefix.
Now that both of these are in separate modules the references
are no longer used in the sfc.ko module.

Disable the build of Siena code until later in this patch series.
Prevent sfc.ko from binding to Siena NICs.

efx_init_sriov/efx_fini_sriov is only used for Siena. Remove calls
to those.

Remove the tx_queue-&gt;handle_tso function pointer, and just use
 tx_queue-&gt;tso_version to decide which function to call, thus removing
 an indirect call from the fast path.
Instead of passing a tso_v2 flag to efx_mcdi_tx_init(), set the desired
 tx_queue-&gt;tso_version before calling it.
In efx_mcdi_tx_init(), report back failure to obtain a TSOv2 context by
 setting tx_queue-&gt;tso_version to 0, which will cause the TX path to
 use the GSO-based fallback.

Define it in nic_common.h, even though the ef100 driver will have a
 different implementation backing it (actually a WARN_ON_ONCE as it
 should never get called by ef100.  But it needs to still exist because
 common TX path code references it).

The new nic_common.h contains the inlines for NIC-type function dispatch,
 declarations for NIC-generic functions in nic.c, and other similar NIC-
 generic functionality.  Retained in nic.h are NIC-specific declarations
 such as the siena and ef10 nic_data structs and various farch functions.

The EF100 driver will thus include nic_common.h but not nic.h.
