A number of ethernet drivers require crc32 functionality to be
avaialable in the kernel, causing a link error otherwise:

<title>net: lpc-enet: allow compile testing</title>

The lpc-enet driver can now be built on all platforms, so
allow compile testing as well.

Add one missing header inclusion that is required in some
configurations.

Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:
