Migrate to new callbacks added by commit 9bb00786fc61 ("net: ethtool:
add dedicated callbacks for getting and setting rxfh fields").
This driver's RXFH config is read only / fixed so the conversion
is purely factoring out the handling into a helper.

Maximum OTP and EEPROM size for hearthstone PCI1xxxx devices are 8 Kb
and 64 Kb respectively. Adjust max size definitions and return correct
EEPROM length based on device. Also prevent out-of-bound read/write.

Convert lan743x to phylink managed EEE:
- Set the lpi_capabilties.
- Move the call to lan743x_mac_eee_enable() into the enable/disable
  tx_lpi functions.
- Ensure that EEEEN is clear during probe.
- Move the setting of the LPI timer into mac_enable_tx_lpi().
- Move reading of LPI timer to phylink initialisation to set the
  default timer value.

The responsibility for reporting of RX software timestamp has moved to
the core layer (see __ethtool_get_ts_info()), remove usage from the
device drivers.

In prevision to add new UAPI for hwtstamp we will be limited to the struct
ethtool_ts_info that is currently passed in fixed binary format through the
ETHTOOL_GET_TS_INFO ethtool ioctl. It would be good if new kernel code
already started operating on an extensible kernel variant of that
structure, similar in concept to struct kernel_hwtstamp_config vs struct
hwtstamp_config.

Since struct ethtool_ts_info is in include/uapi/linux/ethtool.h, here
we introduce the kernel-only structure in include/linux/ethtool.h.
The manual copy is then made in the function called by ETHTOOL_GET_TS_INFO.

Prevent options not supported by the PHY from being requested to it by the MAC
Whenever a WOL option is supported by both, the PHY is given priority
since that usually leads to better power savings.

The enabling/disabling of EEE in the MAC should happen as a result of
auto negotiation. So move the enable/disable into
lan743x_phy_link_status_change() which gets called by phylib when
there is a change in link status.

lan743x_ethtool_set_eee() now just programs the hardware with the LTI
timer value, and passed everything else to phylib, so it can correctly
setup the PHY.

lan743x_ethtool_get_eee() relies on phylib doing most of the work, the
MAC driver just adds the LTI timer value.

In order to pass EEE link modes beyond bit 32 to userspace we have to
complement the 32 bit bitmaps in struct ethtool_eee with linkmode
bitmaps. Therefore, similar to ethtool_link_settings and
ethtool_link_ksettings, add a struct ethtool_keee. In a first step
it's an identical copy of ethtool_eee. This patch simply does a
s/ethtool_eee/ethtool_keee/g for all users.
No functional change intended.

eee_active is set by phy_ethtool_get_eee() already, using the same
logic plus an additional check against link speed/duplex values.
See genphy_c45_eee_is_active() for details.
So we can remove this line.
