The link change tasklet disables the tasklets for tx/rx processing while
upating hw parameters and then enables the tasklets again.

This update can also be pushed into a workqueue where it can be performed
in preemptible context. This allows tasklet_disable() to become sleeping.

Replace the linkch_task tasklet with a work.

Rationale:
Reduces attack surface on kernel devs opening the links for MITM
as HTTPS traffic is much harder to manipulate.

Deterministic algorithm:
For each file:
  If not .svg:
    For each line:
      If doesn't contain `\bxmlns\b`:
        For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`:
	  If neither `\bgnu\.org/license`, nor `\bmozilla\.org/MPL\b`:
            If both the HTTP and HTTPS versions
            return 200 OK and serve the same content:
              Replace HTTP with HTTPS.

The ethtool api {get|set}_settings is deprecated.
We move this driver to new api {get|set}_link_ksettings.

As I don't have the hardware, I'd be very pleased if
someone may test this patch.

Set the RX FIFO flush watermark lower.
According to Federico and JMicron's reply,
setting it to 16QW would be stable on most platforms.
Otherwise, user might experience packet drop issue.

To perform PHY calibration and set a different EA value by chip ID,
Whenever the NIC chip power on, ie booting or resuming, we need to
force HW to calibrate PHY parameter again, and also set a proper EA
value which gather from experiment.

Those procedures help to reduce compatible issues(NIC is unable to link
up in some special case) in giga speed.
