Remove unnecessary casts of constant values to u16.
C's integer promotion rules make them ints no matter what.

Additionally drop cast from u16 to int in return statements.

Introduce 2 E610 specific callbacks implementations:
-ixgbe_start_hw_e610() which expands the regular .start_hw callback with
getting FW version information
-ixgbe_read_pba_string_e610() which gets Product Board Assembly string

Extend EEPROM ops with new .read_pba_string in order to distinguish
generic one and the E610 one.

Add high level link management support for E610 device. Enable the

- driver load
- bring up network interface
- IP address assignment
- pass traffic

Add low level support for Admin Command Interface (ACI). ACI is the
Firmware interface used by a driver to communicate with E610 adapter. Add
the following ACI features:

Currently big amount of the functions returning standard error codes
are of type s32. Convert them to regular ints as typdefs here are not
necessary to return standard error codes.

Fix incorrect args alignment in touched functions.
