Remove unnecessary casts of constant values to u16.
C's integer promotion rules make them ints no matter what.

Additionally replace E1000_MNG_VLAN_NONE with resulting value
rather than casting -1 to u16.

As described by Vitaly Lifshits:

&gt; Starting from Tiger Lake, LAN NVM is locked for writes by SW, so the
&gt; driver cannot perform checksum validation and correction. This means
&gt; that all NVM images must leave the factory with correct checksum and
&gt; checksum valid bit set.

Unfortunately some systems have left the factory with an uninitialized
value of 0xFFFF at register address 0x3F (checksum word location).
So on Tiger Lake platform we ignore the computed checksum when such
condition is encountered.

The e1000e driver is a great user of the usleep_range() API,
and has nice ranges that in principle help power management.

However the ranges that are used only during system startup are
very long (and can add easily 100 msec to the boot time) while
the power savings of such long ranges is irrelevant due to the
one-off, boot only, nature of these functions.

This patch shrinks some of the longest ranges to be shorter
(while still using a power friendly 1 msec range); this saves
100msec+ of boot time on my BDW NUCs

After many years of having a ~30 line copyright and license header to our
source files, we are finally able to reduce that to one line with the
advent of the SPDX identifier.

Also caught a few files missing the SPDX license identifier, so fixed
them up.

This prevents signed bitshift issues when the shift would overwrite the
signed bit, and prevents making this mistake in the future when copying
and modifying code.

Use GENMASK or the unsigned postfix for cases which aren't suitable for
BIT() macro.
