atl1c: Improve driver not to do order 4 GFP_ATOMIC allocation

[ Upstream commit f2a3771ae8aca879c32336c76ad05a017629bae2 ] atl1c driver is doing order-4 allocation with GFP_ATOMIC priority. That often breaks networking after resume. Switch to GFP_KERNEL. Still not ideal, but should be significantly better. atl1c_setup_ring_resources() is called from .open() function, and already uses GFP_KERNEL, so this change is safe. net: atl1c: add BQL support

This howto made sense in the 1990s when users had to manually configure ISA cards with jumpers or vendor utilities, but with the implementation of PCI it became increasingly less and less relevant, to the point where it has been well over a decade since I last updated it. And there is no value in anyone else taking over updating it either. However the references to it continue to spread as boiler plate text from one Kconfig file into the next. We are not doing end users any favours by pointing them at this old document, so lets kill it with fire, once and for all, to hopefully stop any further spread. alx: fix alx_poll()

Commit d75b1ade567f ("net: less interrupt masking in NAPI") uncovered wrong alx_poll() behavior. A NAPI poll() handler is supposed to return exactly the budget when/if napi_complete() has not been called. It is also supposed to return number of frames that were received, so that netdev_budget can have a meaning. Also, in case of TX pressure, we still have to dequeue received packets : alx_clean_rx_irq() has to be called even if alx_clean_tx_irq(alx) returns false, otherwise device is half duplex.
