Remove the hwptp abstraction and associated callbacks from
the struct xgbe_hw_if {}.

The callback structure was only ever assigned a single function, without
null checks. This cleanup inlines the logic and moves all the hwtstamp
realted code a separate file, improving readability and maintainance.

AMD XGBE hardware supports giant Ethernet frames up to 16K bytes.
Add support for configuring and enabling giant packet handling
in the driver.

- Define new register fields and macros for giant packet support.
- Update the jumbo frame configuration logic to enable giant
  packet mode when MTU exceeds the jumbo threshold.

Add the necessary support to enable Renoir ethernet device. Since the
BAR1 address cannot be used to access the XPCS registers on Renoir, use
the smn functions.

Some of the ethernet add-in-cards have dual PHY but share a single MDIO
line (between the ports). In such cases, link inconsistencies are
noticed during the heavy traffic and during reboot stress tests. Using
smn calls helps avoid such race conditions.

The xgbe_{read/write}_mmd_regs_v* functions have common code which can
be moved to helper functions. Add new helper functions to calculate the
mmd_address for v1/v2 of xpcs access.

According to the XGMAC specification, enabling features such as Layer 3
and Layer 4 Packet Filtering, Split Header and Virtualized Network support
automatically selects the IPC Full Checksum Offload Engine on the receive
side.

When RX checksum offload is disabled, these dependent features must also
be disabled to prevent abnormal behavior caused by mismatched feature
dependencies.

Ensure that toggling RX checksum offload (disabling or enabling) properly
disables or enables all dependent features, maintaining consistent and
expected behavior in the network device.

The xgbe MDIO bus driver can perform both C22 and C45 transfers, when
using its MDIO bus hardware. The SFP I2C mdio bus driver only supports
C22. Create separate functions for each and register the C45 versions
using the new API calls where appropriate.
