net: protect NAPI enablement with netdev_lock()

Wrap napi_enable() / napi_disable() with netdev_lock(). Provide the "already locked" flavor of the API. iavf needs the usual adjustment. A number of drivers call napi_enable() under a spin lock, so they have to be modified to take netdev_lock() first, then spin lock then call napi_enable_locked(). Protecting napi_enable() implies that napi->napi_id is protected by netdev_lock(). Commit 406f42fa0d3c ("net-next: When a bond have a massive amount of VLANs...") introduced a rbtree for faster Ethernet address look up. To maintain netdev->dev_addr in this tree we need to make all the writes to it got through appropriate helpers. Read the address into an array on the stack, then call eth_hw_addr_set(). dev_ioctl: split out ndo_eth_ioctl

Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP. Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands. This is a purely cosmetic change intended to help readers find their way through the implementation.
