Adding basic devlink capability support of reloading the driver.
This capability is required to support driver init type
devlink params (DEVLINK_PARAM_CMODE_DRIVERINIT). Such params
require reloading of the driver (destroy/restore sequence).
The reloading is done by the devlink framework using the
hooks provided by the driver.

<title>net: ena: Add PHC support in the ENA driver</title>

The ENA driver will be extended to support the new PHC feature using
ptp_clock interface [1]. this will provide timestamp reference for user
space to allow measuring time offset between the PHC and the system
clock in order to achieve nanosecond accuracy.

<title>treewide: replace '---help---' in Kconfig files with 'help'</title>

Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.

This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.

There are a variety of indentation styles found.

  a) 4 spaces + '---help---'
  b) 7 spaces + '---help---'
  c) 8 spaces + '---help---'
  d) 1 space + 1 tab + '---help---'
  e) 1 tab + '---help---'    (correct indentation)
  f) 1 tab + 1 space + '---help---'
  g) 1 tab + 2 spaces + '---help---'

In order to convert all of them to 1 tab + 'help', I ran the
following commend:

  $ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'

After commit 282faf61a053 ("net: ena: switch to dim algorithm for rx adaptive
interrupt moderation"), it introduces dim algorithm, which configured by CONFIG_DIMLIB.
So, this patch is to select DIMLIB for ENA_ETHERNET.

The Kconfig limitation of X86 is to too wide.
The ENA driver only requires a little endian dependency.

Change the dependency to be on little endian CPU.
