timer_delete[_sync]() replaces del_timer[_sync](). Convert the whole tree
over and remove the historical wrapper inlines.

Conversion was done with coccinelle plus manual fixups where necessary.

Simon reported that ndo_change_mtu() methods were never
updated to use WRITE_ONCE(dev-&gt;mtu, new_mtu) as hinted
in commit 501a90c94510 ("inet: protect against too small
mtu values.")

We read dev-&gt;mtu without holding RTNL in many places,
with READ_ONCE() annotations.

It is time to take care of ndo_change_mtu() methods
to use corresponding WRITE_ONCE()

PCI core API pci_dev_id() can be used to get the BDF number for a pci
device. We don't need to compose it manually. Use pci_dev_id() to
simplify the code a little bit.

We tell driver developers to always pass NAPI_POLL_WEIGHT
as the weight to netif_napi_add(). This may be confusing
to newcomers, drop the weight argument, those who really
need to tweak the weight can use netif_napi_add_weight().

As stated in [1], dma_set_mask() with a 64-bit mask never fails if
dev-&gt;dma_mask is non-NULL.
So, if it fails, the 32 bits case will also fail for the same reason.

Moreover, dma_set_mask_and_coherent() returns 0 or -EIO, so the return
code of the function can be used directly. There is no need to 'rc = -EIO'
explicitly.

Simplify code and remove some dead code accordingly.
