hrtimer_setup() takes the callback function pointer as argument and initializes the timer completely. Replace hrtimer_init() and the open coded initialization of hrtimer::function with the new setup mechanism. Patch was created by using Coccinelle. ktime: Cleanup ktime_set() usage

ktime_set(S,N) was required for the timespec storage type and is still useful for situations where a Seconds and Nanoseconds part of a time value needs to be converted.
