We get a few warnings when building kernel with W=1:

drivers/gpu/drm/radeon/r600_cs.c:2268:5: warning: no previous prototype for 'r600_cs_parse' [-Wmissing-prototypes]
drivers/gpu/drm/radeon/evergreen_cs.c:2671:5: warning: no previous prototype for 'evergreen_cs_parse' [-Wmissing-prototypes]
....

In fact, these functions are declared
in drivers/gpu/drm/radeon/radeon_asic.h,
so this patch adds missing header dependencies.

Some architectures require that delays longer than a few
miliseconds are called through mdelay. This was triggered
on ARM randconfig builds.

On some Power rv100 cards, we have no ATY OF table, but we have
no combios table either, and hence we refuse all modes on VGA-0
since we end up with a 0 max pixel clock.

WARNING: drivers/gpu/drm/radeon/radeon.o(.text+0x5d1fc): Section mismatch in reference from the function radeon_get_clock_info() to the function .devinit.text:radeon_read_clocks_OF()
The function radeon_get_clock_info() references
the function __devinit radeon_read_clocks_OF().
This is often because radeon_get_clock_info lacks a __devinit
annotation or the annotation of radeon_read_clocks_OF is wrong.

This code was originally for forcing some clocks on certain asics.
However, this code was later moved to asic specific functions
for all of the affected asics.  The only users of the original
code at this point were r600, rv770, and evergreen and the code
was not relevant for those asics.  So, remove it.

Rather than calling get_memory_clock and get_engine_clock,
used the tracked values from the pm code.  Calling the tables
adds additional latency in the modesetting and pm paths.
