This is only used by drm_irq_install(), which is an optional helper.
For legacy pci devices this is required (due to interrupt sharing without
msi/msi-x), and just making this the default exactly matches the behaviour
of all existing drivers using the drm_irq_install() helpers. In case that
ever becomes wrong drivers can roll their own irq handling, as many
drivers already do (for other reasons like needing a threaded interrupt
handler, or having an entire pile of different interrupt sources).

The drm_ati_pcigart_init() function was originally suppose to return one
on success and zero on failure, but these days it returns a mix of
zero, one and -ENOMEM on failure.

This patch cleans it up and modifies the caller so now the function
returns zero on success and negative error codes on failure.

The magic switching between proper pci driver and shadow-attach isn't
useful anymore since there's no ums+kms drivers left. Let's split this
up properly, calling pci_register_driver for kms drivers and renaming
the shadow-attach init to drm_legacy_pci_init/exit.

The only special-case is pci devices, and we can easily handle this in
the core. Do so and drop a pile of boilerplate from drivers.

It's super confusing that new drivers need to be marked with
DRIVER_MODESET when really it means DRIVER_MODERN. Much better to
invert the meaning and rename it to something that's suitably
off-putting.

Since there's over 100 places using DRIVER_MODESET we need to roll out
this change without a flag day.

This continues the pattern started in commit cc1ef118fc09 ("drm/irq:
Make pipe unsigned and name consistent"). This is applied to the public
APIs and driver callbacks, so pretty much all drivers need to be updated
to match the new prototypes.
