arch/x86/Makefile disables SSE and SSE2 for the whole kernel.  The
AMDGPU drivers modified in this patch re-enable SSE but not SSE2.  Turn
on SSE2 to support emitting double precision floating point instructions
rather than calls to non-existent (usually available from gcc_s or
compiler_rt) floating point helper routines.

Fix boolean expression by using logical AND operator '&amp;&amp;'
instead of bitwise operator '&amp;'.

This issue was detected with the help of Coccinelle.

Gabe's formula sometimes uses values from non-existent 'unsupported'
state to do validation.

This change adds this extra state so validation can work correctly.

mono formats are treated exactly the same as equivallent bpp
444 formats. Dml validation however lacks 444 8 bit format
while dml perf param calculation lacks mono format support

This change makes them equivallent as far as the enum is concerned
to avoid having to update dml
