As the trace event powernv_throttle is only used by the powernv code, move
it to a separate include file and have that code directly enable it.

Trace events can take up around 5K of memory when they are defined
regardless if they are used or not. It wastes memory to have them defined
in configurations where the tracepoint is not used.

timer_delete[_sync]() replaces del_timer[_sync](). Convert the whole tree
over and remove the historical wrapper inlines.

Conversion was done with coccinelle plus manual fixups where necessary.

The boost feature can be controlled at two levels currently, driver
level (applies to all policies) and per-policy.

Currently the driver enables driver level boost support from the
per-policy -&gt;init() callback, which isn't really efficient as that gets
called for each policy and then there is online/offline path too where
this gets done unnecessarily.

Instead set the .set_boost field directly and always enable the boost
support. If a policy doesn't support boost feature, the core will not
enable it for that policy.

Keep the initial state of driver level boost to disabled and let the
user enable it if required as ideally the boost frequencies must be used
only when really required.

Replace ternary (condition ? "enable" : "disable") syntax with helpers
from string_choices.h because:

 1. Simple function call with one argument is easier to read.  Ternary
    operator has three arguments and with wrapping might lead to quite
    long code.
 2. Is slightly shorter thus also easier to read.
 3. It brings uniformity in the text - same string.
 4. Allows deduping by the linker, which results in a smaller binary
    file.

With ARCH=powerpc, make allmodconfig &amp;&amp; make W=1 C=1 reports:

WARNING: modpost: missing MODULE_DESCRIPTION() in drivers/cpufreq/powernv-cpufreq.o

Add the missing invocation of the MODULE_DESCRIPTION() macro to all
files which have a MODULE_LICENSE().

This includes three additional files which, although they did not
produce a warning with the powerpc allmodconfig configuration, may
cause this warning with specific options enabled in the kernel
configuration.

The cpufreq core doesn't check the return type of the exit() callback
and there is not much the core can do on failures at that point. Just
drop the returned value and make it return void.
