If the i.MX8QXP clock provider is built-in but the MXC_CLK is
built as module, build fails:

aarch64-linux-ld: drivers/clk/imx/clk-imx8-acm.o: in function `imx8_acm_clk_probe':
clk-imx8-acm.c:(.text+0x3d0): undefined reference to `imx_check_clk_hws'

Fix that by selecting MXC_CLK in case of CLK_IMX8QXP.

Randconfig testing revealed multiple issues with this driver:

ERROR: modpost: missing MODULE_LICENSE() in drivers/clk/imx/clk-imxrt1050.o

Export the necessary symbols from the core clk driver and add the
license and author tags. To find this type of problem more easily
in the future, also enable building on other platforms, as we do for
the other i.MX clk drivers.

Most of the i.MX clock generic API is built by selecting MXC_CLK.
Without it, the i.MX93 clock driver will fail to build:

aarch64-linux-gnu-ld: drivers/clk/imx/clk-imx93.o:
in function `imx93_clocks_probe': clk-imx93.c:(.text+0xa8):
undefined reference to `imx_obtain_fixed_clk_hw'

So fix this by selecting MXC_CLK for the CLK_IMX93.

A previous patch introduced a harmless randconfig warning:

WARNING: unmet direct dependencies detected for MXC_CLK_SCU
  Depends on [n]: COMMON_CLK [=y] &amp;&amp; ARCH_MXC [=n] &amp;&amp; IMX_SCU [=y] &amp;&amp; HAVE_ARM_SMCCC [=y]
  Selected by [m]:
  - CLK_IMX8QXP [=m] &amp;&amp; COMMON_CLK [=y] &amp;&amp; (ARCH_MXC [=n] &amp;&amp; ARM64 [=y] || COMPILE_TEST [=y]) &amp;&amp; IMX_SCU [=y] &amp;&amp; HAVE_ARM_SMCCC [=y]

Since the symbol is now hidden and only selected by other symbols,
just remove the dependencies and require the other drivers to
get it right.

<id>urn:sha1:6247e31b75308c51476e157c9964823aeefbf5dc</id>

This issue can be reproduced by having a kernel config with
CONFIG_IMX_MBOX=m and CONFIG_MXC_CLK_SCU=m. It's caused by the Makefile
wanting to build clk-scu.o and clk-imx8qxp.o as different targets but
that doesn't work (e.g. MXC_CLK_SCU = y while CLK_IMX8QXP = n)

"obj-$(CONFIG_MXC_CLK_SCU) += clk-imx-scu.o clk-imx-lpcg-scu.o
clk-imx-scu-$(CONFIG_CLK_IMX8QXP) += clk-scu.o clk-imx8qxp.o"

Having MXC_CLK_SCU=y/m while CLK_IMX8QXP=n will cause a linker problem
like below:

  LD [M] drivers/clk/imx/clk-imx-scu.o
  arm-poky-linux-gnueabi-ld: no input files

Make MXC_CLK_SCU be un-selectable by users so it can only be selected by
the CLK_IMX8QXP option, ensuring the two symbols are built together.
Drop COMPILE_TEST too because this option isn't selectable anymore. We
can remove it from MXC_CLK_SCU because CLK_IMX8QXP selects MXC_CLK_SCU
which already has COMPILE_TEST.
