Use preferred device_get_match_data() instead of of_match_device() to
get the driver match data. With this, adjust the includes to explicitly
include the correct headers.

Commit 7dd33764486d ("ARM: davinci: Delete DM644x board files") and commit
b4aed01de486 ("ARM: davinci: Delete DM646x board files") removes the
support for DaVinci DM644x and DM646x boards.

Hence, remove the PLL and PSC clock descriptions for those boards as well.

On some davinci SoCs, we need to register the PSC clocks during early
boot because they are needed for clocksource/clockevent. These changes
allow for dev == NULL because in this case, we won't have a platform
device for the clocks.
