sh5 never became a product and has probably never really worked.

Remove it by recursively deleting all associated Kconfig options
and all corresponding files.

This moves out the cayman-specific panic handler code to a better
location, and leaves the generic implementation a simple stub that is
still used under emulation.

This follows the sparc changes a439fe51a1f8eb087c22dd24d69cebae4a3addac.

Most of the moving about was done with Sam's directions at:

with subsequent hacking and fixups entirely my fault.
