UPD_CONSTR was previously a preprocessor define for an old GCC 4.9
inline asm bug with m<> constraints.

Now that GCC 5.1 is the minimum supported version, we can drop this
workaround for older versions of GCC. This adversely affected clang,
too.

GCC 4.9 sometimes fails to build with "m<>" constraint in
inline assembly.

This patch moves ASM_CONST() and stringify_in_c() into
dedicated asm-const.h, then cleans all related inclusions.
