The Analog Devices Blackfin port was added in 2007 and was rather
active for a while, but all work on it has come to a standstill
over time, as Analog have changed their product line-up.

Aaron Wu confirmed that the architecture port is no longer relevant,
and multiple people suggested removing blackfin independently because
of some of its oddities like a non-working SMP port, and the amount of
duplication between the chip variants, which cause extra work when
doing cross-architecture changes.

The CONFIG_ prefix is reserved for Kconfig options in Make and CPP
syntax; static analysis tools rely on this convention.  This patch
enforces this behavior for SERIAL_BFIN_{HARD_}CTSRTS.

struct bfin_serial_port contains structs circ_buf, timer_list, and
work_struct directly (not pointers). This means that these structures
have to be defined completely to be inlined in struct
bfin_serial_port.

So instead of struct declarations, define the structures by including
proper headers. They were pulled in by linux/serial_core.h or others
until now. But experimenting with circ_buf removal from serial_core,
struct circ_buf becomes undefined in bfin_serial:

The serial TX IRQ is not simply (RX IRQ + 1) on some Blackfin chips,
so move the values to the platform resources.
