In order to discourage people to use old and legacy GPIO APIs
remove the respective documentation completely. It also helps
further cleanups of the legacy GPIO API leftovers, which is
ongoing task.

Consistently use active/inactive to describe logical line values, rather
than high/low, which is used for physical values, or asserted/de-asserted
which is awkward.

Optional GPIOLIB as in not depended on or selected by a driver
should NOT use any *_optional() calls, this becomes paradoxical.

Pull documentation updates from Jonathan Corbet:
 "This was a moderately busy cycle for documentation, but nothing
  all that earth-shaking:

   - More Chinese translations, and an update to the Italian
     translations.

     The Japanese, Korean, and traditional Chinese translations
     are more-or-less unmaintained at this point, instead.

   - Some build-system performance improvements.

   - The removal of the archaic submitting-drivers.rst document,
     with the movement of what useful material that remained into
     other docs.

   - Improvements to sphinx-pre-install to, hopefully, give more
     useful suggestions.

   - A number of build-warning fixes

I was confused about the gpiod_flags values and thought that
GPIOD_OUT_LOW and GPIOD_OUT_HIGH set the line to be active low / active
high. This is not true, but I got the misconception because the flags
GPIOD_OUT_*_OPEN_DRAIN do change line configuration and there's a
subchapter about *active low* and *open drain* semantics.

Add an explicit mention that the initial value is a logical value (and
not the line configuration or physical line level). Also add a mention
of the function gpiod_toggle_active_low which was previously missing
from this document.

The gpiod_*_array_* functions take four arguments, not three.
Additionally, the formatting of the "value_bitmap" line results in
misformatted HTML, so fix that.

The "Interacting With the Legacy GPIO Subsystem" of the documentation
was unclear at best, and even included a sentence that seems to say the
opposite of what it should say about the lifetime of the return value of
the conversion functions.

Try to clarify things a bit and hopefully make that section more
readable.
