yamllint has gained a new check which checks for inconsistent quoting
(mixed " and ' quotes within a file). Fix all the cases yamllint found
so we can enable the check (once the check is in a release). As single
quotes are (slightly) preferred, use them throughout the modified files
even if double quotes are mostly used.

The contents of arm/altera/socfpga-sdram-edac.txt are already covered by
edac/altr,socfpga-ecc-manager.yaml except for the "altr,sdram-edac"
compatible string. Add the compatible and drop the old .txt binding doc.

Convert the clock device tree bindings to yaml for the Altera SoCFPGA
Cyclone5, Arria5, and Arria10 chip families. Since the clock nodes are
subnodes to Altera SOCFPGA Clock Manager, the yaml was added to
socfpga-clk-manager.yaml.

Convert socfpga-system.txt to altr,socfpga-sys-mgr.yaml and move to
soc directory.

Add platform names in description for clarity. ARM(32-bit) platforms
Cyclone5, Arria5 and Arria10 is using "altr,sys-mgr" compatible,
while ARM64 is using "altr,sys-mgr-s10" compatible.
Removed "cpu1-start-addr" for ARM64 as it is not required.

mediatek,mt8173-pctl-a-syscfg were all undocumented, but are in use

Setting 'additionalProperties: false' is frequently omitted, but is
important in order to check that there aren't extra undocumented
properties in a binding.

Ideally, we'd just add this automatically and make this the default, but
there's some cases where it doesn't work. For example, if a common
schema is referenced, then properties in the common schema aren't part
of what's considered for 'additionalProperties'. Also, sometimes there
are bus specific properties such as 'spi-max-frequency' that go into
bus child nodes, but aren't defined in the child node's schema.

So let's stick with the json-schema defined default and add
'additionalProperties: false' where needed. This will be a continual
review comment and game of wack-a-mole.
