Add support for the Extron DA HD 4K Plus series of 4K HDMI
Distrubution Amplifiers (aka HDMI Splitters).

These devices support CEC and this driver adds support for the
CEC protocol for both the input and all outputs (2, 4 or 6 outputs,
depending on the model).

It also exports the EDID from the outputs and allows reading and
setting the EDID of the input.

The CEC pin framework is affected by NTP daemons speeding up or slowing
down the system clock. Document this and explain how to fix this for
chronyd.

The documentation on how to create your own Raspberry Pi CEC debugger was a
bit out of date. Update it to the Raspberry Pi 4B, drop the mention of the RTC
and a link to a picture that no longer works.

Also reorganize the text to make it easier to follow and change the pins to
match the pins I use.

documented in a cec-status.txt I kept on my website, but this really
belongs here as an admin guide.

Updated the original cec-status.txt, and converted it to .rst.
