This driver has long outlived it's utility, and it's broken and unloved.
The main use case for this was direct mount with UDF of cd-rw drives
that required 32kb packets. It would collect writes into that size and
write them out in multiples of that. That's not a common use case
anymore, the world has moved on from those kinds of media. To make
matters worse, it's actively breaking setups where it's not even
required or useful.

This reverts commit f40eb99897af665f11858dd7b56edcb62c3f3c67.

There are apparently still users out there of this driver. While we'd
love to remove it to ease the maintenance burden, let's reinstate it
for now until better (userspace) solutions can be developed.

Way back in 2016 in commit 5a8b187c61e9 ("pktcdvd: mark as unmaintained
and deprecated") this driver was marked as "will be removed soon". 5
years seems long enough to have it stick around after that, so finally
remove the thing now.

There are some ABI documents that, while they don't generate
any warnings, they have issues when parsed by get_abi.pl script
on its output result.

Address them, in order to provide a clean output.

Add a sysfs and debugfs interface to the pktcdvd driver.

Look into the Documentation/ABI/testing/* files in the patch for more info.
